STEP 2:
Mix in half the dry ingredients to the batter, then pour in the milk, followed by the rest of the dry ingredients. Fold in the chocolate chips.
STEP 4:
Over medium heat, place the sugar in water and allot it to simmer. Whisk egg yolks in a stand mixer, then drizzle sugar syrup into the egg yolks.
STEP 8:
Pour heated cream over chocolate chips, cover for 2 minutes, & stir until smooth. Allow to cool, then pour over cake & refrigerate for 15 minutes before serving.
