STEP 1: For the cupcakes, whisk cake flour, baking powder, salt and sugar. Add oil and butter and beat. Then add egg and vanilla extract and mix.

STEP 2: Add the sour cream and milk. Mix until smooth. Pour into prepared muffin tins about 2/3 full and bake for 16 min at 350F.

STEP 3: Remove from oven and cool for 10 min. Move to a cooling rack and cut a hole in the centers with a knife.

STEP 4: For the praline, ground the hazelnuts and place them in a short bowl or baking sheet. Set aside.

STEP 5: Place sugar and water in a saucepan over medium heat, stirring until dissolved. Pour the sugar over the hazelnuts and stir quickly.

STEP 6: Return the nuts with the sugar to the food processor and pulse until there are no more large chunks.

STEP 7: For the buttercream, swirl sugar and water until sugar is fully immersed. Place saucepan over heat until the sugar dissolves.

STEP 8: Whip egg yolks and slowly drizzle in hot sugar syrup. Mix until pale and fluffy. Add butter, 2 Tbsp at a time, then add Nutella, vanilla and salt.

STEP 9: To assemble, fill cupcake center hole with Nutella. Frost cupcakes with buttercream, drizzle Nutella on top and sprinkle with hazelnut praline.
